शिक्षकों की भर्ती में लाखों की वसूली करने वाली संस्थाओं को बीजेपी सरकार ने जोर का झटका दिया है। राज्य कैबिनेट में तय किया है कि सरकार द्वारा अनुदानित प्राइवेट स्कूलों में शिक्षकों की भर्ती के लिए परीक्षाएं ली जाएगी। उन्हें 200 नंबर के प्रश्न हल करने होंगे। मेरिट के अनुसार उनकी भर्ती होगी। माना जा रहा है कि सरकार के इस निर्णय से स्कूल संचालकों का एक बड़ा कारोबार उनके हाथ से निकल जाएगा। मंगलवार को शिक्षा मंत्री विनोद तावडे ने कैबिनेट के निर्णय के बाबत बताया कि राज्य की सभी निजी अनुदानित, अनुदान की पात्र के लिए तय शिक्षा संस्थाओं में प्राथमिक, माध्यमिक, उच्च माध्यमिक शाला और कनिष्ठ महाविद्यालयों में शिक्षकों की भर्ती प्रक्रिया को सुलभ और भ्रष्टाचार मुक्त बनाने के लिए टेस्ट प्रक्रिया शुरू करेंगे। उन्हें मराठी और अंग्रेजी माध्यम में 200 नंबर की परीक्षा देगी होंगी। पहली से आठवीं तक शिक्षकों की भर्ती के लिए महाराष्ट्र निजी शाला कर्मचारी (सेवा शर्त) नियमावली 1981 और व्यावसायिक योग्यता रखने वाले तथा शिक्षक पात्रता परीक्षा (टीईटी) उत्तीर्ण उम्मीदवार परीक्षा में ही बैठने के पात्र होंगे। इस परीक्षा में मिले अंकों के आधार पर प्रत्येक स्थानीय स्वराज संस्था अथवा निजी शिक्षा संस्थाओं में अंकों के अनुसार उम्मीदवारों का चयन किया जाएगा।

भर्ती के लिए पोर्टल

शिक्षा मंत्री तावडे अनुसार केंद्र सरकार की तर्ज पर ही महाराष्ट्र सरकार भी एक वेब पोर्टल बनवा रही है, जिसमें अनुदानित स्कूलों में खाली पदों की जानकारी उपलब्ध होगी। आगामी एक माह में इसे लागू कर दिया जाएगा। राज्य में 1 लाख 5 हजार अनुदानित स्कूल हैं। सरकार प्राइमरी शिक्षा पर 57 हजार करोड़ रुपये से ज्यादा खर्च करती है। जिसमें 92 प्रतिशत रकम सिर्फ शिक्षकों के वेतन पर चला जाता है। ऐसे में हमें काबिल शिक्षकों की आवश्यकता है।

महाराष्ट्र में भी ओपन स्कूल खुलेगा

केंद्र सरकार की तर्ज पर महाराष्ट्र सरकार भी ओपन स्कूल शुरू करने जा रही है। इसके लिए सरकार ने महाराष्ट्र राज्य मुक्त विद्यालय मंडल स्थापित करने का निर्णय लिया है। मंडल के माध्यम से ही पांचवीं, आठवीं, दसवीं और बारहवीं की परीक्षा ली जाएगी। शिक्षा मंत्री तावडे का मानना है कि इससे राज्य के करीब 5 लाख छात्रों को फायदा होगा। ओपन स्कूल में 10 वीं के छात्रों को परीक्षा देने के लिए 17 नंबर का फॉर्म भरना होगा। निजी तौर पर परीक्षा देने वाले छात्रों की संख्या तकरीबन एक से डेढ़ लाख है, लेकिन ऐसे छात्रों के अनुत्तीर्ण होने की संख्या अधिक रहती है। इसका कारण यह है कि नियमित छात्र जो सिलेबस पढ़ते हैं, वहीं निजी तौर पर परीक्षा दे रहे छात्रों को भी पढ़ते हैं। यह मंडल राज्य शिक्षा मंडल के एक भाग के रूप में काम करेगा। विभिन्न चरणों में मुक्त विद्यालयों के लिए प्रवेश पात्रता तय की गई है। पांचवीं की परीक्षा देने के लिए शैक्षणिक वर्ष के एक जुलाई तक उम्मीदवार को आयु कम से कम 10 साल रहना जरूरी होगा। आठवीं के लिए 12 साल, 10वीं के लिए 14 साल और 12वीं के लिए न्यूनतम आयु 16 साल आवश्यक होगा। प्रवेश लेने वाले छात्रों को उम्र या उम्र के बारे में स्वास्थ्य प्रमाणपत्र पेश करना होगा। इसके अलावा कम से कम लेखन और पढ़ने तथा अंकों का ज्ञान होना आवश्यक होगा। पूर्व में छात्रों को औपचारिक रूप से स्कूल में जाने या स्कूल छोड़ने का प्रमाणपत्र भी पेश करना होगा।

रात के स्कूल चलते रहेंगे

रात में चलने वाले स्कूल बंद करने के बाबत शिक्षा विनोद तावडे ने कहा कि रात में चलने वाले स्कूल यथावत चलते रहेंगे। उन्हें बंद नहीं किया जाएगा। विधान परिषद के सदस्य कपिल पाटील का नाम लिए बगैर शिक्षा मंत्री ने कहा कि कुछ लोग आम जनता में भ्रम पैदा कर रहे हैं। रात में चलने वाले स्कूल को बंद नहीं किया जाएगा। जो जानकारी कुछ लोग दे रहे हैं वह पूरी तरह गलत है।

The revised date and schedule of Maharashtra Teacher Eligibility Test (Maha TET 2015) is out! The re-exam of Maha TET will now be held once again for Paper I which was cancelled after the paper leak. The Maha TET 2015 was supposed to be held in April, but now the Maha TET will now be rescheduled and on May 18, 2016. Pune’s Education department made an official announcement regarding the same.

The Maha TET paper I will be conducted on may 18, 2016 for all those who appeared for the examination before. The Maha TET will be conducted on may 18 at 10.30 am IST. The Maha TET will be conducted for a span of two and a half hour. Although the Maha TET Paper I re-exam will be conducted in the month of May, new admit cards will not be allotted to the candidates. The Maha TET 2015 admit cards are to be produced at the examination center, failing to do so might cause trouble for those appearing for the re-exam this time. The Maharashtra Teacher Eligibility Test (Maha TET 2015) was initially held on January 16, 2016. But, when the reports of paper being leaked hours before the exam came out via WhatsApp in Beed, Dhule and Pune, the examination was rescheduled. Around 1,74,163, candidates appeared for the Maharashtra Teacher Eligibility Test (Maha TET 2015) Paper I.

The Maharashtra TET is held in Marathi, English and Urdu three languages since 2014. It comprises of two papers. Less than 6% Pune candidates clear TET

A total of 1,24,434 candidates registered for Paper II (meant for secondary school teachers), out of which only 7,078 students cleared the test.

Candidates in the English medium performed the worst with a disappointing pass percentage of 2.23, followed by Urdu medium with 3.23, and Marathi medium with 5.9 pass percentage.

The abysmal plight of education in the state has been laid bare once again as the results of Paper II of the Teacher Eligibility Test (TET) showed a mere 5.69 pass percentage, which means that only about one in 20 candidates who appeared for the test were able to clear it.

A total of 1,24,434 candidates registered for Paper II (meant for secondary school teachers), out of which only 7,078 students cleared the test. The test is conducted in three mediums. Candidates in the English medium performed the worst with a disappointing pass percentage of 2.23, followed by Urdu medium with 3.23 pass percentage, and Marathi medium with 5.9 pass percentage. Paper I of TET was cancelled after the paper leak case. A re-examination was scheduled initially on May 18, but officials later said that the date is yet to be decided.

As per the Right to Education Act, 2009, all states have to conduct TET for recruitment of teachers for all types of schools and only those candidates who have qualified the exam are eligible for teaching jobs. However, since it’s introduction, TET results have been consistently low. While this year saw a slight improvement compared to 4.16 pass percentage last year, but even then the improvement was not on par with the pass rate of Central Teachers Eligibility Test (CTET) conducted by CBSE, which was also started in 2011.

Ask officials why the results continue to be dismal and they blame various factors. “I think the basic difference is that our candidates are not used to application-based questions. Even if all the questions come from the secondary school syllabus, these are not straight questions and are often based on understanding. I think candidates must try to study the subjects from the point of view of their applicability,” said RV Godhane, commissioner, Maharashtra State Council of Examinations (MSCE) which conducts TET.

A senior official of Maharash-tra State Council of Educational Research and Training (MSCERT) blamed the quality of teaching in D.Ed and B.Ed colleges in the state. “The standard of teaching in these colleges is very poor and this is why candidates are ill prepared,” he said.

However, principals of teaching colleges do not agree with the assessment. Sujata Adamuthe, principal, Arihanta College of Education, said most candidates complained of the exam being too ‘content oriented’.

“In B.ED colleges, we don’t just focus on the syllabus. Other aspects like psychology and teaching methodologies are given equal importance. The content or syllabus gets sharpened on the job and that’s why it would be better if objective-type questions in TET focused on other aspects besides syllabus-oriented questions,” Adamuthe said.

मुंबई: देश में जहां एक ओर डिजिटल इंडिया को खूब बढ़ावा दिया जा रहा है, वहीं दूसरी ओर राज्य में आईटी सिखाने वाले कुल शिक्षकों में से 8 हजार शिक्षक ऐसे हैं जो लंबे समय से स्थायी होने की आस लगाए बैठे हैं। विधायक रामनाथ मोते ने प्रशासन से इन 8 हजार शिक्षकों को स्थायी करने की मांग की है। इस संदर्भ में हाल ही में मंत्रालय में शिक्षा मंत्री विनोद तावडे और राज्य वित्त मंत्री सुधीर मुनगंटीवार के पास मांग भेजी गई है।

केंद्र सरकार ने माध्यमिक व उच्च माध्यमिक स्कूलों में छात्रों को कंप्यूटर एजुकेशन देने के लिए 2008 में आईसीटी योजना की शुरुआत की थी। विभिन्न कंपनियों के साथ करार करके करीब 8 हजार शिक्षकों को कॉन्ट्रैक्ट के आधार पर भर्ती किया गया था। बाद में इन शिक्षकों ने सरकार से स्थायी नौकरी की मांग करते कई आंदोलन भी किए।

शिक्षक परिषद के अनिल बोरनारे ने बताया, कुछ समय पहले नागपुर में हुए शीतकालीन सत्र के दौरान इन शिक्षकों ने मोर्चा निकाला था और तब शिक्षा मंत्री ने इन्हें आश्वासन दिया था कि इन्हें बेरोजगार नहीं होने दिया जाएगा। साथ ही, उन्हें स्थायी करने के लिए देश के अन्य राज्यों के स्कूल एजुकेशन असोसिएशन को समझ कर प्रस्ताव तैयार किया जाएगा और फिर मंत्रिमंडल में चर्चा करके आर्थिक प्रबंध प्रस्ताव तैयार किया जाएगा। इस प्रक्रिया में बीएड धारकों को प्राथमिकता दी जाएगी। इसके लिए सरकार की तरफ से आश्वासन दिया गया था कि इसके लिए जीआर भी निकाला जाएगा। हालांकि अब तक इस बाबत कोई ठोस कदम नहीं उठाया गया, जिसके चलते शिक्षकों में असंतोष व्याप्त है। देश के अनेक राज्यों ने कंप्यूटर एजुकेशन का महत्व समझते हुए आईसीटी योजना को प्राथमिकता दी है और अनेक कंप्यूटर शिक्षकों को स्थायी किया है।

उधर, शिक्षा मंत्री विनोद तावडे इन दिनों मराठवाडा में सूखाग्रस्त इलाकों के दौरे पर हैं, जिस वजह से इस विषय पर उनसे सीधे संपर्क नहीं हो सका। हालांकि उनके कार्य़ालय से जुड़े सूत्रों से मिली जानकारी के मुताबिक, कंप्यूटर शिक्षकों की मांग की जानकारी शिक्षा विभाग को दे दी गई है, जहां इस पर फिलहाल विचार किया जा रहा है। इस संबंध में जल्द ही कोई निर्णय लिया जाएगा

A circular of the school education and sports department, dated January 14, states that no new appointments of teachers are to be made by schools and it also should not be approved by the state commissioner and director of primary and secondary education.

The state government has restricted new appointment of school teachers that has become a bone of contention between school managements and the school education department.
A circular of the school education and sports department, dated January 14, states that no new appointments of teachers are to be made by schools and it also should not be approved by the state commissioner and director of primary and secondary education. “Till a final decision on the central selection process for the recruitment of teachers is taken by the state government, no new appointment shall be made by the schools. If any appointments are being done after the date of this circular, the commissioner of school education, director of primary education department and the director of secondary education department shall not approve the post,” the circular states.
The government is keen on moving to a central selection process where teachers who have cleared Teachers Eligibility Test (TET), will be hired. In the present set-up, schools directly hire teachers who have cleared DEd and BEd. Even as per the RTE Act, 2009, all states have to mandatorily conduct TET for hiring teachers to all types of schools. This system has, however, been panned as there have been complaints about rampant corruption with school authorities asking for money from interested candidates to hire them.
“There have been many cases where schools demand money for hiring teachers. The state government’s move to have a common standard process for recruitment will stop these corrupt practices. Only those teachers who have qualified TET will have to be hired by school managements,” said Uday Nare, teacher (Hansraj Morarji school. Other teachers have, however, criticised the move and claimed that the level of TET is very high.
A senior official from state school education department said, “In the past two decades, nearly 700 BEd and 500 DEd colleges have started. As a result, anyone can get admissions to these colleges. The idea is to raise the standard of teachers.”

State to investigate TET paper leak in Western Mah, M’wada

Nagpur: After reports that Sunday's Maharashtra Teacher Eligibility Test (TET) question paper got leaked in certain centres at Marathwada and western Maharashtra, the government has ordered an inquiry. State school education minister Vinod Tawde, who was in Nagpur for a function, said, "A committee has been set up to investigate into the issue. Education secretary Nand Kumar will head the committee and submit a report within 48 hours. We will take strict action against whoever is involved in this, even if they are high ranking officials."

As per initial reports the paper leak may have originated from Marathwada but education officials are currently tight-lipped. Kumar told TOI that they are looking into all aspects of the leak. When specifically asked if the leak originated from Beed or Dhule, Kumar said, "The department has come to know about the leak from people in Pune. We are investigating on how it happened. I have heard about media reports that the leak may have started from Beed but let's see."

There are already talks within academic circles that Sunday's test will be cancelled and a re-exam scheduled. Not wanting to speak on record, an official said, "Though there was absolutely no problem with the exam in Nagpur there are strong rumours of the problem being widespread in western Maharashtra and Marathwada. The government may not want to take a chance and order a re-exam."

The TET is for those who want to be eligible to teach at elementary level (STD I — VIII).

On the ongoing out-of-school survey, which is likely to start in Nagpur in the next few days, Tawde said the process will continue throughout the year.

MAHA TET Admit Card 2015-16:

As per the National Council for Teacher Education (NCTE) rules Teacher Eligibility Test (TET) is compulsory for the appointment of candidate as Primary Teacher. All states have to take this exam to recruit candidates for this post and all states are taking it every year.
