In 2nd year of exam, just 1% clear TET paper

PUNE: The teacher eligibility test (TET) continues to stump candidates for the second year in a row. Only about 1% candidates from 2.45 lakh passed Paper I of TET, reflecting a 3.39% dip in pass percentage as compared to last year. In Paper II, 4.92% candidates of 1.54 lakh passed, registering a marginal dip of 1%.


As per the Right to Education (RTE) act, the TET score is essential for a candidate to be appointed as a teacher in Zilla Parishad and municipal schools as well as private institutions.

Maharashtra State Council of Examination commissioner said the result may have been poor as it was only the second year of the examination.

Paper I was for candidates aspiring for posts of primary teachers, whereas Paper II was for those wanting to be secondary school teachers. Some candidates, who already have jobs as teachers in government schools, have also appeared for the test. Each paper had 150 questions of one mark each. The examination was held on December 14 last year in three mediums — Marathi, English and Urdu.

V B Paymal, commissioner of the council, said, "It was the second year of the examination in the state. Hence, there is no older data for comparison except the last year. However, if the results of other states are compared, then the state results are more or less the same." The results were announced online on mahatet.in on Thursday.

In Paper I of English medium, only 13 candidates passed of the 4,035 who had enrolled. In Paper II, 48 candidates passed the exam of the 5,133 enrolled. In both papers, Marathi medium candidates registered a higher pass percentage.

Heramb Kulkarni, education expert, said, "The eligibility test conducted by the government is fairly new. We will need at least five years data in order to analyse the performance."

The successful candidates will now be eligible for recruitment while the rest will have to reattempt the paper.

Paymal said there will be no further debate on question paper or the answer key as the council had invited suggestions and objections from the people concerned. The final answer key was declared after considering their feedback, he said.

Paymal said an online application form can be filled by candidates if they felt any shortcomings in the results. The application forms could be sent by email to mahatethelp@gmail.com. The candidates who have cleared the exam will be eligible for recruitment and the eligibility certificate will be given by the education officer at a later date.

Only 2.5% candidates clear teacher’s eligibility test in Maharashtra this year

MUMBAI: Only about 2.5% aspirants in the state have managed to pass the Teachers' Eligibility Test (TET) conducted by the Maharashtra State Council of Examination. Last year, which was the first year of the test, about 5% of the total aspirants passed the exam. Educationists said the results are an indication of the poor quality of teacher training.

According to the Right to Education Act of 2009, all aspiring teachers who wish to be employed at aided schools in the state for lower primary (class I to V) and upper primary (class VI to VIII) must pass the eligibility test.

Over 3.8 lakh candidates appeared in the test conducted on December 14, 2014. Teachers aspiring to teach in class I to V have to appear for Paper I and teachers for class VI to VIII have to appear for Paper II. Of the 2.45 lakh candidates who appeared for Paper I, only 1.04% passed the examination and of the 1.42 lakh candidates who appeared for Paper II, only 4.92% passed.

Candidates could take the exam in English, Urdu and Marathi. The worst performance was in Paper I in Urdu, which none of the aspirants could pass. Candidates need to score 60% to pass the exam.

"The result is very bad and aspirants are not doing well as there is no guidance on how to prepare for these tests. The candidates also don't read beyond the textbook and the paper demands much more," said Najma Kazi, principal of Anjuman-I-Islam's Saif Tyabji Girls' High School, Byculla.

It has also raised concerns over the quality of teacher training institutes in the state. "A lot of private teacher training institutes have mushroomed in the state. These are not monitored
and are not providing quality education despite charging high fees. The government needs to keep a check and shut those who do not meet minimum standards," said Prashant Redij, vice-president of the Mumbai School Principals Association.

Experts feel the need to review the curriculum of courses being offered at the teacher training colleges. "One reason is that teaching is not the first choice of profession for many and hence the test is not being taken seriously. The curriculum these aspirants are studying at their colleges is outdated and needs to be changed to match the current standards," s

The Ministry of Human Resource Development has constituted Joint Review Missions consisting of eminent teacher education experts to review progress and to consider issues related to programme planning. The mission’s task will include implementation, monitoring and evaluation, with respect to each of the programmatic interventions under the Scheme for 10 states of the country.

The Lok Sabha was informed today by the Ministry of State, Human Resource Development, Dr. Shashi Tharoor that the Hon,ble Supreme Court had in May, 2011 appointed a High Powered Commission under the Chairmanship the former Chief Justice of India, Justice J.S. Verma to examine various aspects relating to the teacher education system, including the role and function of the National Council for Teacher Education (NCTE), and recommend measures for improvement. The Commission submitted its Report to Hon’ble Supreme Court on 29.08.2012 and made recommendations in four main categories as under:-

(i) Quality of Pre-service Teacher Education

(ii) Quality of In-service Teacher Education

(iii) Teacher Performance and Teacher Audit

(iv) Strengthening the Regulatory functions of the National Council for Teacher Education (NCTE)

The Government and the National Council for Teacher Education (NCTC) have taken several steps to improve the quality of teacher education. These include laying down teacher qualifications under the Right of Children to Free and Compulsory Education (RTE) Act, 2009; specifying passing the Teacher Eligibility Test (TET) as an essential qualification for being appointed as a teacher in classes I-VIII; the development of the National Curriculum Framework of Teacher Education, NCFTE (2009); the preparation of model syllabi for teacher education courses; the revision of the Centrally Sponsored Scheme of Teacher Education for the XII Plan, which entails the strengthening and expansion of existing institutional structures such as the District Institutes of Education and Training (DIETs), the College of Teacher Education (CTEs) and the Institutes of Advanced Studies in Education (IASEs), the strengthening of the State Councils for Education Research and Training (SCERTs), and the establishment of Block Institutes of Teacher Education (BITEs) in SC/ST/Minority concentration districts, etc.

There are about 43 Lakh teachers in Government Schools. Dr. Shashi Tharoor was replying to a written question on a high powered Committee to look into the functioning of regional centres of National Council for Teacher Education (NCTE) in the House today.
